You can get the same look if you use the tips on the screenshot itself
(you need a cvs version of fvwm-themes, not 0.6.2). Briefly a menu is:
Colorset 5 fg rgb:f8/f8/f3, bg average, CGradient 50 rgb:50/50/78 rgb:40/40/5a
Colorset 6 fg rgb:f8/f8/f3, bg rgb:40/5a/40
MenuStyle * MenuColorset 5, ActiveColorset 6
MenuStyle * Font "Shadow=0:xft:Verdana:Medium:pixelsize=13:minspace=True"
You may set a non zero shadow, but it looks nice without a shadow too.
As for the rest of fonts used I suggest to take a look at fvwm-themes.
Of course these xft fonts only work in fvwm-2.5.x.
