i wonder if the same type of solution Dominik suggested for my
earlier question would work for you as well. there may very
well be much better ways of doing things, so you may want to
see what others have to say :)

# (screen height - 90 pixels) at top of the screen
AddToFunc MaximizeAtBottom
+ "I" Maximize $0 $1
+ "I" Move +0 +0
     
MaximizeAtBottom 100 -90p

that should basically maximize a window 100% horizontally,
and 100% - 90 pixels vertically, then move it to the upper
left hand corner. you could change 90 to be the width of the
taskbar.

2)

as i was looking through man fvwm2 for 2.4.3, i saw the
"grow" argument to the Maximize command. i did not play with
it, but it also sounds like it could do what you want. not
sure though..
