With recent versions of Fvwm I position Netscape with:

Style "Netscape" StartsOnPage 0 0 1, SkipMapping
Style "Netscape" RandomPlacement
Style "*" UsePPosition
Style "Netscape*" NoPPosition

Fvwm matches styles to windows using either Name, Class, or Resource,
as shown by FvwmIdentify.
