Add this style flag to your .fvwm2rc95 file:
Style "Fvwm Pager" StaysOnTop, Sticky

Same change. You currently have the style "NoTitle" and "NoHandles"
applying to the FVWM Pager. The line I gave you above should fix that.

I think the one style line above will prevent you from having to switch
desktops in order to get your pager, making the question moot.
