FixedPPosition and FixedPSize make fvwm ignore attempts of the
program to move or resize its windows.
I hope that is clear enough? Better wordings are always welcome.
I'm a mathematician and can't talk or write like anybody else :-)

Two aside notes first: it would be helpful to start a new mail
thread for a new topic. That saves me some time managing my
notoriously overflowing inbox (200+ mails). Just a friendly
request. And please always mention which fvwm version you are
using. From the rest of the thread it's not obvious to me wether
you are still using 2.4.x or have upgraded to 2.5.x.
The crosshair cursor indicates that fvwm needs a window to operate
on and asks the user to select one. With your description, I get
no crosshair cursor. Please send me your .fvwm2rc file and I will
try again.
Bye
