FVWM: FixedSize and maximising

I have the following lines set:

# and some special for TK tear-off menus
Style Menu NoButton 2, NoButton 4, NoHandles, FixedSize

it's still possible to maximise those windows (through the menu or using
FvwmConsole and so on)
Shouldn't FixedSize inhibit maximising?
