Yes.

Look in your fvwm2 man page, and search for "placement" and "Placement"
to see the various options fvwm2 provides for placement of new windows.
There are many (RandomPlacement, SmartPlacement, various modifiecations
like SmartPlacementIsReallySmart, etc.)
