It may seem rather kludge looking but this is how I would do it.
*FvwmButtonsRows 7
*FvwmColumns 6
*FvwmButtons(3x3 Swallow etc.)
*FvwmButtons(3x3 Swallow etc.)
*FvwmButtons(2x2 etc.) repeat x5
