Ok.. I have a program that will let me log in as root and
perform commands. Question is should this syntax work in the
fvwm2rc.menus.m4 file as an Exec?
Exec progx root shutdown -h now
'progx root shutdown -h now' works fine from the user prompt,
but it does not from the .m4 file.

Well, that depends on what OS you are using and what
program
draws the box. If you need to log in as a different user
to
do the shutdown this is a problem.
