Look for "Style * NoIcon" somewhere in your configuration. Remove
the "NoIcon" part.
There are differences between fvwm and fvwm2 as to how the iconbox(es)
are defined. Search the fvwm2 man page for "iconbox", "icongrid",
"iconfill".
