The syntax has changed substantially since the 2.1.x betas. To get the
desired effect use
*FvwmTaskBarStartMenu StartMenu root 0p o100-25p
The 'o100' means that the lower edge of the screen and the menu will
overlap before the -25p are applied. The syntax change was necessary
to make the position hint more versatile.
