The RedHat 5.1 and 5.2 comes set up to look like Win95 all done by means
of an m4 preproccessed rc file and the system.fvwm2 (I presume you mean
the one in /etc/X11/fvwm2/) has nothing to do with it. You have to hack
around with th stuff in /etc/X11/AnotherLevel/*.m4 to change
anything. Personally I've never liked the 95 look anyway and I've
changed my .xinitrc and .Xclients stuff to run a more 'normal' looking
fvwm.
