Not at all. A C++ compiler is needed to build one or two of the
OPTIONAL modules. If no C++ compiler is found, those modules will not
be built.

Have you actually tried to compile Fvwm 2.2? If it failed, what error
message was generated? This would be considered a show stopping bug.
