I use like this to start an application in a particular window.
Style "xconsole" NoTitle, WindowListSkip, ClickToFocus, StartIconic, StartsOnPage 0 2 2
See the man page for fvwm2 to see the details.
You can also explore this "GotoPage 1 0". You may be able to find desk
specific stuff also.
