Whether the pan frame is 1 or 2, if you click on a window that is
under the pan frame, you are still clicking on the pan frame, which
fvwm2 treats as the root.

Seems like what you want is a command:
EdgeScroll off
or maybe you just want a high edgeresistance to kill the pan frames.
