www.rpmfind.net is usually where I go to find RPMs. It even lists
what files a given package will install as well.
For the record:
/usr/X11R6/include/X11/Xlib.h
...appears to have been provided by package XFree86-devel-3.3.6-20
(RedHat 6.2, x86 architecture, fvwm2-2.2.4-4, XFree86-3.3.6-20.)
rpm -qf is cool. :)
