Sorry for forwarding this guys, but after I forwarded it to all of these
lists, I did some reasearch and found the following note on the FCC page:

"Please Note: There is no open comment period in this proceeding.
If you have recently seen a message on the Internet stating that
in response to a request from local telephone companies, the FCC
is requesting comments to <isp_at_fcc.gov> by February 1998, be
aware that this information is inaccurate."
Turns out that the decision was already made NOT to do per-minute charges
back in Dec. 1996... Once again, sorry for the senseless forward.
