You've got the right idea--this is to do with your X server, not your
window manager. As far as I know, fvwm doesn't care about your color
depth. How to make it happen depends on how X is started on your system.
Here on my Linux box, I edit the Xservers file in /etc/X11/xdm so it ends
with the line
:0 local /usr/X11R6/bin/X -bpp 16
to get 16-bit color. You will probably use some other approach. I
suggest researching your X server--how it is started, and what its
capabilities are.
