I'd guess that you have a CirculateSkip style that is matching
FvwmButtons. If that is the case, then the answer is to add
CirculateHit to the Next command:

*FvwmButtons(Title "o", \
                   Action `Next [FvwmButtons CirculateHit] Iconify`)
