One possibility that occurs is that your .xinitrc/.xsession isn't being
executed at all! I've used at least one system where the default "ow3"
command to start OpenWindows was a perl script which didn't execute any
scripts in the users' directories at all. Perhaps your xdm has been hacked up
similarly?
