FVWM: Bug with SendToModule command

The SendToModule command in 2.0.45 has a bug. If fvwm executes the command:

SendToModule "FvwmIconMan" gotobutton Down, select

Then FvwmIconMan gets the string: '" gotobutton Down, select'. If fvwm
executes:

SendToModule FvwmIconMan gotobutton Down, select

Then FvwmIconMan gets the string: ' gotobutton Down, select'.

Fvwm certainly shouldn't be sending the trailing ". And, it probably would be
best to advance past any whitespace before sending.
