FVWM: Can't add more than 5 panels

I'm using Fvwm 2.2.4 (the stock version that came with RH Linux 7.0), and
currently have 4 panels set up in .fvwm2rc. I've tried to add in a 5th panel,
but every time I do FvwmButtons won't load when I restart X. Is there a limit
to 4 panels, or am I doing something wrong?
