FVWM: clicktofocus with shift key

I use the clicktofocus in fvwm, but with the shift key
pressed, I have to click on the window title bar to get
the focus. Does anyone know how to set fvwm to allow
clicktofocus to function with the shift (or caps lock)
key pressed??
