FVWM: numeric keypad

i am not sure if this is a window manager question or
not, but i wish to use the arrow keys on my numeric
keypad, as well as the enter key next to it. however,
X always ignores my num lock setting and seems to assume
that it is always on. is it possible to use those keys
in this fashion? or is this a hack that still needs to
be performed?

p.s. i'd also love to see a scroll lock mode for emacs
if anyone has heard of one.
