I had the same problem. You have to change the order in the .fvwm2rc file:
first specify your styles, and then include the NoIcon line. That way you
can have 2 different sets of icons: the ones that you specify before NoIcon
appear in the IconBox, and the ones you specify after NoIcon appear on the
desktop.
