Do you have 'Style "*" DecorateTransients' in your .fvwm2rc by any
chance? I just checked to make sure I wasn't putting that in as a
default, and I'm not, so I'm not sure what could have caused this
change in behavior.
You could try adding 'Style "xbuffy" NakedTransients' and see if it
helps.
