I tried this on SunOS 4.1.4 (MIT X11R6) and Solaris 2.5 (also MIT
X11R6). After some advice from Henrique I ran FvwmDebug and saw that
FvwmDebug does not print any motion events until one lets go of the
mouse button (releases it). After releasing the mouse button, all
motion events are fed into Fvwm at a fast rate. That's why the little
windows danced after button-up.

If I find time, I'll debug this. Maybe you could try this under
OpenWindows?
