FVWM: maximize

In fvwm-2.0.40 (and prior versions) maximize doesn't (for me). rather
it just moves the window to the top of the screen. Is this a bug or a
misconfiguration? Also, I'd to be able to configure exactly what maximize
does on a per window basis... possible?

p.s.: I'm new to the list...
