I suppose you mean, from fvwm version 1.24 to fvwm version 2.2.4.

I just tried with 2.2.4 to issue the Desk command bound to a keystroke and
a Sticky window indeed looses focus. This is fixed in the current betas.

Use the Popup command instead of the Menu command to bring your menus.
