Hmmmm. Tricky. I believe Piotr did something similar a while back. See:

This is much easier to do. I use:
Key F12 A A All (Buttonbar) WindowShade S
Where "Buttonbar" is the name of my FvwmButtons instance. ie.
AddToFunc StartFunction I Module FvwmButtons Buttonbar
