Can you try this for me? - replace the ExitFunction config lines in the
fvwmtabrc file with this:

AddToFunc ExitFunction
+ I Test (ToRestart) Function SaveState
+ I PipeRead 'usleep 100'

If that doesn't work, try increasing the usleep a little.
