I think you want to remove Control-J, etc. keybindings
for the menus.

Right now you can't do that.
We recently made a change that allows you to remove the button
2 binding on the title for menu tear off, but that's as far as
it went.

Doing the entire job of being able to customize all the menu
bindings looked pretty hard, but individual cases might not be
as hard. If you are a programmer, you might want to investigate
and submit a patch...
