FVWM: patch for fvwm

I have a patch made.

This patch is spezial for debian/Makefile.am.
The entry "echo ... date -....>>chanelog" make date language-depend.
dpkg but need en_UK for interpretation i.e. "Mar" for "Mär".
I became an error for changelog in the other case.
I have it testet.
