The Style command is issued in .fvwm2rc, but fbpanel puts itself
on layer 4.
"All (fbpanel) Layer 0 6" in the StartFunction works (fbpanel
is put in layer 6).

I have tried
Stye "fbpanel" EWMHIgnoreStackingOrderHints, StaysOnTop
but fbpanel still puts itself on layer 4.
