rxvt has this:

     mapAlert: boolean
          True: deiconify (map) on receipt of a bell character.
          False: no deiconify (map) on receipt of a bell charac-
          ter [default].

Fvwm wouldn't be able to do the deiconify, its unaware of the
application putting output in the window.
