Yes, with FvwmAuto. You can configure FvwmAuto to call fvwm
functions when the mouse enters your window:
AddToFunc my_enter_func
+ I Current (<specific unique window name>) Raise
AddToFunc my_leave_func
+ I Next (<specific unique window name>) Lower
